Michigan Language Assessment extends a warm welcome to the Commonwealth of Pennsylvania’s State Board of Nursing to our network of organizations recognizing MET – the MIchigan English Test. After two years of review, MET was voted on in a unanimous decision on March 6, 2025, as a valid form of English language proficiency for healthcare professionals to practice in the state.

At the same time, Pennsylvania is taking action to address its ongoing nursing shortage, with Governor Josh Shapiro announcing a $5 million budget increase aimed at expanding the workforce. In a speech at Temple University, a school that recognizes Michigan MET scores, Shapiro emphasized the urgent need for more healthcare professionals.

“We’re making a serious investment to address this crisis by expanding the pipeline of professionals entering the field,” Shapiro said.

While he did not specify whether this expansion would include internationally trained nurses, the move suggests potential opportunities for professionals from outside the U.S. to contribute to Pennsylvania’s healthcare system.

One of the key barriers for internationally trained nurses entering the workforce is meeting English proficiency requirements, which are necessary for licensure. MET, an internationally recognized English proficiency exam, provides a reliable way for non-native English speakers to demonstrate their readiness for professional environments, including healthcare. Given Temple University’s recognition of MET, and its role in higher education within Pennsylvania, the test could serve as a useful tool in helping international nursing students enter the field.

As Pennsylvania works to strengthen its nursing workforce, ensuring clear and accessible pathways for international candidates—such as through streamlined credentialing and language assessment—will be key. If the state considers a more global approach to addressing the shortage, MET will be there to support international professionals in meeting Pennsylvania’s healthcare demands.
